What does WAC 296-155-140 require on Washington job sites?
WAC 296-155-140 requires Washington construction sites to provide toilets by crew size: 1 for 1 to 10 workers, 2 for 11 to 25, 3 for 26 to 40, 4 for 41 to 60, 5 for 61 to 80, then 1 more per 20. The amended rule took effect July 1, 2025.
| Employees | Toilets |
|---|---|
| 1–10 | 1 |
| 11–25 | 2 |
| 26–40 | 3 |
| 41–60 | 4 |
| 61–80 | 5 |
| Over 80 | +1 per additional 20 or fraction |
How far can the toilet be from the crew?
Washington requires toilets within 200 feet horizontally of all employees, placed as close as practical to where most of the crew works. Multistory structures need facilities on every third floor. Mobile crews are exempt only if they have immediate transport to facilities within three minutes.

What handwashing does the rule require?
Washington job sites must provide tepid wash water between 70 and 100 degrees, individual hand towels, soap or industrial hand cleaner, and receptacles for used towels. Gasoline and solvents may not be used for cleaning hands. A cold-water station alone does not meet the tepid-water rule.
Options: a heated hand washing station, or an indoor sink on site with hot water. Ask when you book.
What servicing and privacy rules apply?
Toilets must be serviced on a regular schedule so waste never fills past half the tank, inspected at the start of each shift, and kept stocked. Each needs an inside latch, light and ventilation. Sites with 20 or more workers of both sexes need facilities for each sex, plus free menstrual products.
- Defective units come out of service immediately.
- Inspection records stay on site for at least 72 hours.
- Workers who express milk need a private space that is not a bathroom.

Who keeps the inspection records?
The employer keeps start-of-shift inspection records on site for at least 72 hours.
Can hand sanitizer replace wash water?
Sanitizer helps but does not replace the tepid wash water, soap and towels the rule requires.
